4-1-15: INSPECTIONS AND ANALYSES:
   A.   Inspections:
      1.   It shall be the duty of the building and zoning official to inspect or cause to be inspected from time to time all businesses, firms, and establishments licensed by the village in order to determine and assure compliance with the provisions of applicable ordinances, regulations, and statutes. The building and zoning official shall engage the services of the police department, fire protection district or any and all other departments of the village, county and state, as the case may be. Inspections shall be conducted for the purpose of, but shall not be limited to, facilitating the processing of applications for renewal of licenses and permits.       2.   Whenever inspections of the premises used for or in connection with the operation of a licensed business or occupation are provided for or required by ordinance, or are reasonably necessary to assure compliance with the provisions of any ordinance or regulation of the village, or to detect violations thereof, it shall be the duty of the licensee or the person in charge of the premises to admit thereto for the purpose of making the inspection any officer or employee of the village who is duly authorized to make such inspection at any reasonable time that such admission or entry is requested.
   B.   Analyses: Whenever an analysis of any commodity or material is reasonably necessary to assure compliance with the provisions of any ordinance or regulation, or to detect violations thereof, it shall be the duty of the licensee or the person in charge of the premises to give to any duly authorized officer or employee of the village requesting the same sufficient samples of such material or commodity for such analysis upon official request.
   C.   Failure To Permit Inspections And Analyses: In addition to any other penalty which may be provided, the village president may revoke the license of any owner or operator of a licensed business in the village who refuses to permit any duly authorized officer or employee to make such inspection or to take an adequate sample of said commodity, or who interferes with such officer or employee while in the performance of his duties; provided, however, that no license shall be subject to revocation for such cause unless such officer or employee has been refused permission to enter upon the premises in the name of the village after first having presented a warrant authorizing such entry.
