To enforce any of the emergency measures authorized by § 31.01, the President shall have the power to name or designate or authorize the Police Chief or Fire Official to name or designate a temporary village security force to exist for the duration of the declared emergency and serve under the direction of the Police Chief or Fire Official or properly designated authority.
