§ 31.01 STATE OF EMERGENCY.
   Pursuant to the Charter for the village, the Village President shall have the power during times of war, insurrection, civil disorder, riot, fire, storm or other natural disaster in the village or in Oakland or Wayne County to declare that a state of emergency exists. During such state of emergency, the President shall have the authority to declare a curfew and/or authorize other measures appropriate to the preservation of law and order and the safety and well-being of the community. Such state of emergency shall exist until termination by order of the President or vote of the Village Council.
