If appointed, section 2-241 shall apply to the board. Membership of the citizen's advisory board shall reflect insofar as is practical that ethnic proportion of the general population. Each member of the citizen's advisory board shall meet the following qualifications:
(1) Must be a resident of the city;
(2) Must not be employed by any law enforcement agency or have an immediate family member employed by any law enforcement agency; and
(3) Shall not have been convicted of or received deferred adjudication for any offense other than a Class C misdemeanor or have an immediate family member that has been convicted of a felony.
