Curb and gutter sidewalks to be cut under the permit required by section 46-178 shall be cut in accordance with the curb cut layout to be prepared and given to each applicant along with each approved application. This curb cut layout shall be a sketch showing the extent of the curb to be cut and removed. No work whatsoever shall be done on the alteration of any curb and gutter or sidewalk without first obtaining such curb cut layout.
