No curb or gutter or sidewalk shall be constructed within the right-of-way of the public streets of the city or, having been previously constructed, shall be altered, without the written consent of the director of public works. Such consent shall be in the form of an approved permit issued by the director of public works or his duly authorized agent. The permit required by this section shall bear the following fee:
