Upon approval of an application for a license under this division by the city manager or his representative and payment of the fee prescribed by section 6-53, the city secretary shall issue a license to the applicant to show and exhibit the carnival in the city. Such license shall not issue, however, unless the applicant complies with section 6-1, if applicable.
