As a conditional requirement to the licensing of any exhibition, carnival or circus to operate in the city the applicant for said license shall pay to the city secretary a license fee in the sum of $250.00; however, if an exhibition is deemed to be an educational exhibit as determined by the city manager, then the foregoing license fee shall be waived and in lieu thereof the applicant shall pay to the city secretary an administrative fee in the amount of $25.00 to help defray some of the time and expense in processing the application and issuing the license.
