From and after the passage of the provisions codified in this section, it is unlawful for any railway company, or any officer, agent or employee of any railway company, operating a railroad in the town to suffer or permit any engine, car or train of cars owned or operated by such railway company to stand upon, across or in any way to obstruct any street or avenue of the town at the intersection thereof with the railroad for more than ten minutes at any one time for any purpose. Nor shall any street or avenue in the town be again obstructed by any such railway company, or the officers, agents or servants, for any purpose whatsoever within five minutes after an obstruction is removed and the street again given open to traffic.
