Any person who shall use, discharge, cause to be discharged, ignite, detonate, fire or otherwise set in action or sell, at any time other than those given in § 92.02 shall be fined not less than $25 and no more than $200. Any parent or guardian of any minor child below the age of 14 who permits or allows the minor child to use, discharge, ignite, detonate, fire or otherwise set in action any fireworks shall be fined not less than $25 and no more than $200. All minor children must have a guardian or parent present when, during the allowed times, fireworks are in use.
