It shall be unlawful for any person or persons to consume any beer, wine, malt or vinous liquors or any other alcoholic beverages regardless of the type and strength thereof, while attending or being in or upon any public property within the city, including, but not limited to, public school grounds, public school buildings, football grounds and/or stadiums, basketball grounds and/or stadiums, public parks, public streets or sidewalks, community public buildings or any other public places of whatsoever character.
