All private driveway entrances constructed upon any public street in the City shall be constructed in accordance with the general plans and specifications for driveway entrances prepared by the City Engineer and on file in the Building Department or in another manner as shall be approved in writing by the City prior to construction. Conditions for approval may be imposed by the City including, but not limited to, a consent hold harmless agreement. In the event that curbs have been constructed at the proposed entrance to such driveways, such curbing shall be removed and no driveway shall be constructed over any curbs.
