(a) No person shall keep or harbor any animal within the Municipality which makes repeated and successive sounds, for a period of more than fifteen minutes, audible off the premises on which such animal is kept. Any person who allows any animal habitually to remain or be lodged or fed within any dwelling, building, yard or enclosure, which he occupies or owns, shall be considered to be harboring such animal.
(b) No person harboring an animal shall permit any animal which makes sounds, which without regard to duration, are audible off the premises on which it is kept, to be outside of a dwelling or other building which prevents sound from being heard off such premises between the hours of 10:00 p.m. and 7:00 a.m. unless the animal is attended by a person who controls the noise made by it.
(c) Whoever violates this section is guilty of a minor misdemeanor. Punishment shall be as provided in Section 698.02.
