Within fourteen (14) days of the date of the director's decision, the applicant or any interested person may appeal the director's decision on an application for a right of way use permit to the city council in accordance with the provisions of title 1, chapter 4, article 1 of this code. No right of way use permit shall be effective, and no facilities authorized by a right of way use permit shall be installed in the public rights of way until the appeal period has been exhausted.
