The Civic Center, except for Rexford Drive, shall be closed to the public between the hours of ten o'clock (10:00) P.M. and six o'clock (6:00) A.M. of each day. Use of the Civic Center by the public between the hours of ten o'clock (10:00) P.M. and six o'clock (6:00) A.M. shall be restricted to persons attending public meetings of the city council, commissions or committees of the city or to persons having business with the city police and fire departments.
