The director of recreation and parks shall designate rules and regulations pertaining to park and recreational facility use consistent with the provisions of this chapter; and upon council approval of such rules and regulations, the director is authorized and empowered to enforce such rules and regulations. Copies of such rules and regulations shall be made available at each recreational facility, and violation shall be subject to the penalties provided in title 1, chapter 3, article 1 of this code.
