The transportation official shall have the power and authority to promulgate rules and regulations for the implementation and enforcement of provisions of this article, and when duly promulgated, such rules and regulations shall be in full force and effect. The holder of an operator's permit shall comply with such rules and regulations and any violation shall constitute a violation of this code. (Ord. 15-O-2671, eff. 2-6-2015)
