No person shall cause, allow, or permit the accumulation or retention of solid waste for a period in excess of seven (7) consecutive days or in a manner which creates a threat or danger to the public health, safety or welfare or which creates a fire hazard. In addition to any other remedies provided by law, the city may abate a nuisance which creates a threat to the public health, safety or welfare or which creates a fire hazard in accordance with the procedures set forth in title 5, chapter 7 of this code.
