The purpose of this article is to protect the environment and public health by providing for the regulation of the construction and operation of wastewater systems and the discharge of wastewater into the city of Beverly Hills wastewater system, to provide a fair and equitable method of imposing wastewater charges, and to facilitate enactment of regulations for the wastewater system that are mandated by the environmental protection agency and the state of California.
