No person shall tamper with a City water meter; and no person shall turn on a City water meter except authorized City personnel. Where a meter has been turned off or otherwise disconnected by the City, for nonpayment of water service, or for violation of the provisions of this Code, the user shall be required to pay the charges designated by Council resolution prior to reconnection of water service.
