No person shall carry or possess while on any public street, greenbelt, median island, parking lot, alley, sidewalk, or other public place or way open for pedestrian or vehicular travel any sleeping dragon device with the intent to use the sleeping dragon device to deny or obstruct the public's ability to freely move about on roadways, sidewalks, or into or out of buildings. For the purposes of this section, a "sleeping dragon device" shall mean a section of pipe, or a container, filled with weighted materials, handcuffs, chains, or other locking devices utilized for the purpose of locking a person or persons to other persons or other objects.
