No person shall consume any beer, wine, or other intoxicating beverage on any public street, greenbelt, median island, parking lot, alley, sidewalk, or other public place, except at such times and in such areas designated or permitted by the city for such use. No person shall consume any beer, wine, or other intoxicating beverage on any private parking lot, walk, wall, stairway, driveway or other property open and accessible to the public without the permission of the owner, occupant or person in control of such private property.
