No person shall dump, unload or otherwise dispose of solid waste, special waste, including, without limitation, medical waste or hazardous waste on another person's property or in a solid waste or recycling container owned by or designated for the exclusive use of any other person, or located on the property of any other person without the consent of that other person, nor shall any person dump, unload or otherwise dispose of any solid waste on public property other than in areas designated for such purposes.
