It shall be unlawful for any person to plant, move, remove, damage, trim, or interfere with any tree, shrub, vegetation, or planting of any character or with any post, lighting standard, foundation, or improvement whatsoever in any public parkway, park, or on any public land or move, remove, damage, or interfere with any post, lighting standard, foundation, or improvement of any character in any public park, parkway, street alley, sidewalk, or any other public land or place in the city, unless expressly authorized by the city.
