Any person owning or operating a hotel or apartment building shall be subject to the following requirements:
A. Every hotel containing twelve (12) or more guest rooms and every apartment building containing sixteen (16) or more apartment units shall have a manager, caretaker, agent or other responsible person residing upon the premises.
B. Every apartment building in which the owner does not reside on the premises and which contains more than four (4), but less than sixteen (16) units, shall have conspicuously posted on the premises the name and address of the owner or person in charge of such apartment building.
