A. At all times after nine o'clock (9:00) P.M. of each day and before six o'clock (6:00) A.M. of each day, every entrance to and exit from each parking structure in the commercial and industrial zones shall be closed and locked by a gate, chain, or door, except during such times as there is on duty at such structure a parking attendant.
B. The transportation official may authorize, in writing, an exemption to subsection A of this section where special circumstances exist which ensure adequate security to such parking structure. (1962 Code § 6-16.01 et seq.)
