Prior to transfer of ownership, the transferee "applicant" as defined in section 4-1-102 of this article shall complete the transfer form designated by the City, and shall pay the transfer fee designated by Council resolution. Transfer of the permit to the new applicant for the remainder of the license term will be approved if the applicant meets the criteria of section 4-1-103 of this article. (1988 Code)
