4-1-110: CONDUCT OF HEARING ON SUSPENSION OR REVOCATION:
The City Manager shall promulgate rules of procedure for such hearings. Such rules shall recognize the right of the permittee to be heard and to call witnesses on the permittee's behalf. (1988 Code)
