The council finds that certain types of businesses and activities require specific regulation in addition to the general code provisions. Prior to engaging in any type of business or activity which requires a permit, such person shall obtain a permit under the provisions of this article, and shall comply with the terms and conditions of the permit and such other provisions of this code as are applicable to such business or activity.
