It shall be unlawful for any officer, employee, or agent of the City to order the purchase of supplies or equipment, or to contract for services or contract for the performance of public projects, or otherwise make any contract in violation of this chapter. Any order, purchase, or contract made contrary to the provisions of this chapter shall not be binding on the City, and the City shall not be obligated thereunder.
