3-2-101: REQUIRED SIGNATURES:
The signature of the director of finance administration, or such other officers or employees of the city as the council may designate by resolution, shall be required upon all checks, drafts, and warrants issued for and in behalf of the city. In addition to the signature of the director of finance administration, the signature of the city treasurer, or a deputy appointed by the city treasurer, shall be required, except that the signature of the city treasurer shall not be required on any check, draft, or warrant which does not exceed an amount established by resolution of the council.
