Any well which has not been produced, or which has not been used for subsurface injection into the earth of oil, gas, oil field wastewater, or liquid substances for a period of one year preceding November 1, 1978, shall be permanently and finally abandoned in strict compliance with the rules and regulations of the division of oil and gas of the state or any regulatory authority having jurisdiction thereof.
