Notwithstanding any other restriction contained in this chapter, pursuant to article 9 of this chapter, the architectural commission may grant a sign accommodation to authorize the installation of a mural, or similar environmental graphics, if such mural or environmental graphics consist of architectural and landscape features, such as trompe l'oeil. Any mural or environmental graphics which identify a business or building by logo, trademark or slogan, shall be included in the calculation of the business or building identification sign area.
