The repair or reconstruction of a building damaged by a disaster shall be exempt from the development plan review requirements of article 31 of this chapter provided that the damaged building conformed to all of the zoning provisions of this code at the time of the disaster and the repaired or reconstructed building does not exceed the height or floor area of the original building, as determined by the city.
