Any use permitted in the underlying commercial zone shall be permitted in the commercial-retail overlay zone subject to the regulations set forth in this chapter applicable to the underlying commercial zone, except that when uses for retail store purposes are developed as permitted by the regulations set forth in this article, the regulations of this article shall govern whenever such regulations are different than other regulations set forth in this chapter.
