Any decision regarding an application for participation in the in-lieu parking district shall not be effective until such time as the time for filing an appeal regarding that approval has expired or, if an appeal has been filed, the decision shall not become effective until such time that the appeal has been finally determined. In addition, no approval of an application for participation in the in-lieu parking district shall be effective until the owner of the subject site has executed a covenant accepting the terms of the approval, in a form approved by the city attorney, which covenant shall run with the land and be recorded with the county recorder by the city clerk.
