Funds collected pursuant to this article shall be deposited by the city in a special fund entitled "in-lieu parking district fund", which is hereby established. Such fund shall be used exclusively for the purpose of acquiring, developing, operating, and maintaining off street parking facilities to serve the in- lieu parking district.
