An Architectural Commission is hereby established which shall consist of five (5) members who shall be residents of the City. At least one member shall be a licensed architect in the State of California and at least one other member shall be a licensed landscape architect in the State of California. In the event no person eligible for appointment from a designated field is a resident of the City, the Council may waive the residency requirement; provided, however, there shall be no more than two (2) nonresident members of the Architectural Commission.
