The aggregate of all public meeting rooms and public assembly areas in any hotel shall not exceed:
A. A maximum of seven (7) square feet per guestroom; or
B. Such larger area as may be designated by the conditional use permit; provided, however, the total person capacity authorized by the conditional use permit shall not exceed the number of guestrooms in the hotel, and the total area shall not exceed twenty one (21) square feet per person.
