Except as specifically provided in articles 12.5 and 12.8 of this chapter to accommodate housing for seniors and disabled persons, the development standards set forth in this article shall apply to all properties zoned R-4, R-4X1, and R-4X2. In addition, where specifically noted, the development standards shall apply to R-3 properties. Nothing required by this article shall be construed to supersede the requirements set forth in chapter 2, article 7 of this title regarding the conversion of the form of ownership of an existing rental apartment building that has been determined by the planning commission to be a "character contributing building" in accordance with section 10-2-707 of this title to a common interest development within the meaning and definitions of that article.
