It shall be unlawful for any person to erect, construct, establish, maintain, alter, or enlarge a building designed or used primarily for the purpose of restrooms within twenty five feet (25') of the property line along any public street or road, or within twenty feet (20') of Zones R-1, R-1.5, and R-4. Any such building shall be screened in such a manner that it cannot be seen from any adjoining residential zone property or from any street if the property fronting on such street and adjoining the lot upon which is situated the building is within either Zones R-1, R-1.5, or R-4.
