Nothing is this chapter shall be construed to prohibit the construction, erection, repair, alteration, enlargement, and/or removal of water wells, reservoirs, tanks, pipelines, and all other structures necessary therefor which are used, designed, arranged, or intended to be used by the city for or in connection with the discovery, pumping, storing, and/or distribution of water in the city or in surrounding territory.
