All businesses and business activity shall be conducted within a permanent building and shall be fully enclosed by walls and a roof unless such business or activity is specifically permitted in compliance with the provisions of title 4, chapter 2, article 16 or 19 of this code, or any other law pursuant to which such business or activity is specifically permitted to be conducted outdoors.
