No person shall establish or conduct any business outside of Zones C-3 and M-2, except as provided in this chapter, and it shall be unlawful for any person to establish or conduct any business in Zones R-1, R-1.5, and R-4 which business is not in compliance with all the provisions of this chapter and any other law in effect regulating the establishing and conducting of any such business.
