Except as otherwise specifically provided in this article for adaptive reuse developments, development in a C-3 (AR) zone shall comply with the zoning regulations applicable to the underlying zone. Nothing in this article shall require a development to comply with the provisions of the C-3 (AR) zone to the extent the development fully conforms to the requirements of the underlying zone.
