Authority and power are vested in the officers, agents, and employees of the city to do and perform any act and to exercise any authority granted, permitted, or required under the provisions of the public employees' retirement system. The council may terminate any contract with the board of administration of the public employees' retirement system only under authority granted by the provisions of state law. (1962 Code § 2-6.122)
