Notwithstanding any other provision of this chapter, and in addition to the requirements of section 10-3-1604 of this article, automobile body and fender repair shops shall be permitted only if enclosed in a building and if all auto body and fender work is conducted more than seventy five feet (75') from any window or door in the exterior wall of such building.
