The property designated as zone R-4X2 shall continue to be zoned, limited, and restricted as provided in article 12 of this chapter. No variances shall be granted to permit the use of any property in zone R-4X2 for the parking of automobiles in connection with any property in any C-3 zone or in connection with any retail or business use, nor shall any of such property ever be used for any retail business or commercial use without a vote of the electors of the city if the P-zone ordinance is adopted.
