The height of any building for elderly or handicapped persons constructed in accordance with the provisions of this article shall be determined by the planning commission so that the height of the building shall not be substantially at variance with the prevailing height of buildings surrounding said building; provided, however, no such building shall exceed sixty feet (60') in height.
