There shall be no rezoning of all or any part of such portions of zone R-1.5, nor shall any variance be granted to permit the use of any property in such portions of zone R-1.5 for purposes other than public schools, public libraries, public playgrounds, or private one-family residences or dwellings unless such rezoning or variances are confirmed by a vote of the electors of the city.
